A Case of Kurokawa-mura, Niigata Prefecture in Japan

Public enterprises or corporations owned/run by a local municipal government could play a significant role as a vehicle for local economic revitalization in the context of Japanese rural development. This strategy is especially effective and advantageous in geographically and/or agriculturally marginal rural areas that have extremely limited incentives for attracting investment of private developers due to poor profitability there. This study examines and analyzes conditions for successful local development with a case of Kurokawa-mura, Niigata prefecture in which a village-owned corporation is created. The findings and implications are fourfold :
1) In addition to the above-mentioned advantage, the village-owned corporation could put on a basis for a private business opportunity in future if the local socio-economic environment would support it;
2) The role of the corporation must be clearly defined in a municipality’s long-term development plan. Endogenous development will be attained even by using an outside subsidy, after an agreement with the village committee members, if the village office has not enough fund. In the case, the embed strategy of a development fund is important;
3) To secure its business efficiency and effectiveness, autonomy and transparency in management and finance are essential;and
4) To maximize the use of local agricultural resources, a micro-regional food market as a “local food system (LFS)” plays an important role. The concept of LFS must also be clearly defined in the long-term development plan.
