Local Revitalization and Endogenous Development with Community Broadcasting :
A Case of the Sierra Juarez Region in Oaxaca, Mexico

要　　旨
　メキシコでは，1980年代以降グローバル化やネオリベラリズムに対する市民社会からの反応として，草の根レベルでの自己組織化やネットワーキングを伴った「新しい市民運動」が活発化してきている。本稿は，内発的な地域づくりの「道具」としての農村ラジオ放送の可能性について検討するものである。第１に，メキシコの市民運動と内発的発展論に関する筆者の視点，その文脈におけるオルタナティヴな開発コミュニケーションとスモールメディアの役割について述べる。第２に，事例としてオアハカ州シエラフアレス地域でのFundacion Communalidad (FC)という現地NGOの取組について検討する。FCは，地域の先住民の青少年の自己文化の（再）発見と精神的エンパワーメントのため，音楽，写真，ビデオ番組製作等の文化・芸術創作活動の振興とラジオ放送を行ってきた。現地でのFCスタッフ及び市民運動家からの聞き取り調査を元に，彼らの理念，活動の歴史，現在の課題について述べる。本事例の活動規模は小さいものの，現代のコミュニケーション技術が文化面での地域活性化と内発的発展に貢献し得ることを示唆している。

Abstract

In Mexico, since the 1980s, what I refer to as the "new civil movement," involving grassroots self-organization and networking, has been active and visible as civil society's response to globalization and neoliberalism. This article explores the possibility of a community radio station being a tool for endogenous local development. First, I present my viewpoint on Mexico's civil movement and endogenous development, followed by a conceptual account of alternative development communication and small-scale media within that context. I then present the case study of a community radio station project run by a local NGO, Fundacion Communalidad (FC), in the Sierra Juarez Region in Oaxaca. FC has promoted various cultural and artistic activities such as music, photography, and video program shooting, as well as radio broadcasting, among the indigenous youth in the region, and it has encouraged their participation in the station's activities to (re-)build cultural and spiritual self-esteem and empowerment. Based on field interviews with the FC members, I describe their philosophy, history of activities, and current problems. Although the station's scale of activity is small, the case suggests the possibility for modern communication techniques to facilitate local cultural revitalization and endogenous development.
