A Transition of the Church-Initiated Social Development Movement and NGOs in Mexico

要　　旨
　本稿は，民衆中心の発展プロセスの中で変化する途上国の現地NGOの役割について論じるものである。筆者は，途上国の現地NGOは自らの役割と性質を市民社会の関心に沿った形で変化させる，という仮設的考えを提示する。第１に，分析的視点確立のために，市民社会の概念・定義と「南のNGO」の分類に関する検討を行う。第２に，メキシコ・オワハカ州の現地NGOスタッフと市民運動家からの聞き取り調査で得られた情報をベースに，当該地域におけるカトリック教会組織によって始まった社会開発運動の歴史的変遷を，SIFRAという団体の事例を含めて説明・検討する。この説明は上記仮説を支持する内容となり，事例検討において，NGOは宗教的権威の手足から市民社会のエージェントとして，草の根市民と社会ネットワークの介在組織として変化したことが伺えた。最後に，今日オワハカにおいて，こうした旧教会系NGOの多くが，オルタナティヴな社会づくりための市民運動の主要な担い手となっていることに注目する必要があろう。

Abstract

This article is concerned with the changing role of local NGOs, as important players in the process of people-centered development in developing countries. I pose a hypothetical premise that NGOs transform their roles and themselves to meet the "interest" of civil society. First, I examine the definition and concept of civil society and the typology of Southern NGOs to develop an analytical viewpoint. Second, based on extensive interviews with NGO staff and activists, I present an historical account of the Catholic Church's social development movement in the province of Oaxaca, Mexico, and its transformation over the past three decades, with the case of a church-initiated NGO called SIFRA. The account supports my hypothesis: the NGO was transformed from a religious authority's limb to a civil society's agent, becoming an intermediary between grassroots people and social networks. Finally, it must be noted that a number of these Church-born NGOs are now principal players within the popular movement for building an alternative society in Oaxaca.
