戦後日本の農村社会における生活改善

要　　旨
1990年代以降の途上国の農村開発は，農業生産中心主義の段階からポスト農業生産中心主義の段階に移行し，農村生活の質的向上を目標に掲げるに至った。本稿は，戦後日本の生活改善運動の経験から，農村生活向上がどのように戦後日本の農村において実現されたかを明らかにし，その途上国開発に対する含意を引き出すことを目的としている。農林省が導入した生活改善普及事業は，生活改良普及員が農村女性を対象に教育的普及活動を行い，生活改善実行グループを組織し，小集団による問題解決型アプローチに依拠した農家生活の合理化の実践を積み重ね，農村生活の主体を形成し，生活改善普及事業の目的であった「考える農民」を創出することに努めてきた。こうした日本の経験がもつ含意は以下のようである。第１は，農村開発は長期的な取り組みが必要であり，かつマルチセクター的性格を有する。第２に，貧困状況下の農村生活においても生活改善の課題は存在しており，むしろその改善活動を契機として農業・非農業的生産活動の改良を引き出すことが可能なことである。第３に，戦後日本の農村生活改善運動は，農村総合開発，エンパワーメント，ジェンダーと開発，参加型開発など，今日の途上国開発の主要テーマを先取りしており，農村開発活動に対する多くのヒントを内包している。

Abstract

Rural development in the developing countries has been changing its orientation from agro-producitivist emphasis on production to a post agro-productivist approach toward uplifting the levels of rural life. Lessons can be drawn from an analysis attempted in this study on rural social development in postwar rural Japan. Rural Life Improvement Programs (R-LIP) were introduced in 1948 in order to create self-reliant farmers, particularly women farmers, through organizing farmwives into small groups which were the main agents to carry out intensified rural life improvement activities based on a problem-solving approach with the guidance of female home advisers. Implications pointed out include, first, a long-term policy commitment is required for successful multi-sectoral rural life improvement; second, a synergic relationship between agricultural/non-agricultural production increment and rural life improvement can possibly be employed to attack rural poverty problems also in the case of today's developing countries; third, the R-LIPs in postwar Japan can provide a rich source of rural development activities and ideas, such as, empowerment of rural women, Gender and Development, and problem-solving approach, which were materialized in an original manner before these terms have become popular in the world.
